Since 2005 the European Union Emissions Trading Scheme has applied to a range of organisations that have installations with very intensive energy input. Electricity Generation and Steel Making are two examples of the types of organisation covered by the scheme but it can impact on any organisation which has combustion equipment over a certain size, which may encompass large buildings from a wide range of sectors.
At the centre of the scheme is the principle that each member state of the EU will establish an overall cap for emissions from the organisations regulated. By reducing this cap over time emissions reduction can be delivered.
Each regulated organisation buys allowances on the basis of predicted emission. Where the organisation is able to make efficiency savings then excess allowances may be traded for a financial return. At the other end of the spectrum, an organisation that is unable to remain within their budgeted allowances has to buy additional allowances from the scheme.
It is expected that over time new industries will be added to those covered by the regulations. At present there is much discussion about whether air transport should be included.
