Anti Climb Paint for Trumps Wall

President Trump’s controversial Mexico border wall has attracted renewed criticism after the U.S. Department of Homeland Security told Congress it needed troops to paint the southern border wall with Mexico to improve its aesthetic appearance.
In response the defence department is providing around 100 people to apply anti-climb paint to approximately one mile of the wall near the Calexico West port of entry in California. The work is anticipated to take around 30 days and the materials cost approximately $150,000.
Unanticipated Benefit of Paint Application
An email sent by the U.S. Department of Homeland Security to members of Congress explaining the operation stated:
“While the primary purpose is to improve the aesthetic appearance of the wall, there may also be an operational benefit based on our experience with painted barrier in Nogales, Arizona,”
And went on to say:
“As an additional and unanticipated benefit of the paint application, Tucson Sector agents noted that individuals appeared to have greater difficulty scaling the painted bollards.“
This appears to indicate that the paint used on the painted barrier in Nogales, Arizona was not specifically anti-climb paint but was in fact a more standard form of protective paint, applied for aesthetic reasons, which appears to have made the painted bollards more difficult to climb. This was an “unanticipated benefit” as the paint used was not specifically designed to be “anti-climb”.
What is Anti-Climb Paint?
Anti-climb paint is also known as non-drying paint, anti-intruder paint or anti-vandal grease. Wikipedia provides a concise description of this material. The key points here are that anti-climb paint is non-drying and it’s greasy. This isn’t the form of paint that’s being applied to Trump’s border wall.

The non-drying attribute of anti-climb paint is very important as this is what makes it slippery and prevents people from climbing surfaces to which it has been applied. It’s a petroleum gel based paint that is applied in a thick layer of around 2mm to 3mm. This requires around 2.5 litres of paint for every square metre of coverage.
Anti-Climb Paint Application
People using anti-climb paint in the UK need to be aware that property owners have a duty of care to anyone who comes onto their property, including uninvited, unwelcome visitors. If someone was to injure themselves as a result of the applied anti-climb paint this would be considered a ‘foreseen hazard’ for which warnings should have been provided. Failing to provide adequate warnings contravenes the Occupiers Liability Act 1984 and could result in legal action.
Another important point when using real anti-climb paint in the UK is that it`s messy and will potentially mark or stain clothing. It is therefore generally recommended that anti climb paint is only applied above a height of 2.1m (7 feet) as this will avoid inadvertent contact.

Trump’s Anti-Climb Paint
The paint that’s being applied to President Trump’s border wall is not the form of anti-climb paint that we are familiar with. Reports suggest that the paint is actually an external coating that’s being applied for aesthetic reasons but has been noted to have some anti-climb properties. It’s not a non-drying, greasy paint that is applied thickly above a height of 2.1 metres, which is what we use here in the UK.
