When different fluids are mixed together when stored in a tank with non-moving water particles will begin to naturally separate due to gravity and density. An example of this can be with oil or fuel on top of water, or scum on the surface of primary effluent tanks. Skimming is the process where the top layer of a mixture of liquids is removed where it will be processed further. When the fluid is skimmed for example oil on top of the water after an oil spill, a pump can remove the top layer but also some of the water and so it must be processed through a separator to clean.
