It seems that the HSE are literally combing their local areas looking for small firms of builders working usually on domestic sites to enforce the new CDM Regulations.
The HSE appear to believe that small firms such as one-man-bands, builders working in partnership with each other or as self-employed individuals, have avoided being accountable for ensuring that they maintain good standards of Health and Safety.
As a result of this the HSE are asking builders on any project that they come across to see the Construction Phase Plan, risk assessments and method statements, as well as enquiring about welfare facilities and even investigating whether a HSE poster is displayed! Many small building firms or individuals, have no idea what is required of them, and it is important to ensure that although, as a contractor you have all that is legally required in place, be aware not all of what the HSE is looking, for is legally required!
