Since the Health and Safety at Work Act was introduced in 1974, working conditions have improved massively over that period. However construction sites are still an extremely dangerous place to be. For any screed installation great care needs to be taken, not only to lay the screed, but to protect the people around. As you can see health and safety standards still have a long way to go, and the last thing any site wants is an accident that hurts someone. Apart from the personal effect of the accident, and possible long-term issues of an injury, the site may need to be inspected by HSE, and possibly closed.
