Houlder is part way through an FSO Project Management Consultancy (PMC) contract for Mellitah Oil & Gas of Libya. This is in support of the design, construction and installation of a new FSO (Floating Storage & Offloading) vessel and associated subsea infrastructure. The new vessel will maintain local oil production levels by replacing the Sloug FSO, a converted 1973-built tanker on site since 1989.
Houlder has overall responsibility for project management in consultation with the client and tasks are centred on verifying works of the shipyard and turret supply contractor – STX Offshore and Shipbuilding, South Korea (pictured) and EMAS, Singapore.
The specific work scopes includes;
· Design & Engineering oversight
· HSE & QA/ QC activities including attendance at all HAZIDs and HAZOPs
· Detailed review of purchase order specifications, vendor technical specifications, technical queries and planning, procedures & method statements
· Oversight of all construction, testing, commissioning & installation
· Maintenance of all verification records
· Supervision of preparation of As-Built documentation
· Support during warranty period
In order to deliver the above, Houlder deliver FSO Project Management including leading client relationships, lines of communication and integration points. Focus on this has reduced risk and driven appropriate behaviours throughout. Houlder’s in house technical capability has also been able input shipyard expertise to the ECPIC contract as appropriate. In this way, Houlder has supported the achievement of milestones and effective management of technical queries.
The FSO vessel under construction has the following particulars
· Length: 318.40m
· Breadth (MLD): 51m
· Depth (MLD): 30m
· Draught: 20.40m
· Draught (Lightship) 3.65m
· Draught (Ballast) 11.73m
· Complement: 60 persons
· Class: DNV
It is currently at the block fabrication stage and Houlder currently has an FSO Project Management team in Korea (pictured above) working with the client to manage the EPCIC contract and undertake design approval and site supervision. There is also a team of four operating from Singapore in support of the mooring system. The project is being managed from the London office with engineers providing technical support from there on a call-off basis. Seamless project delivery across global sites and integration with client and contractor are key features of the project.
