Evaporative coolers, aka swamp coolers, rely on the evaporation of water to produce cooling effect. Although not as powerful as air conditioning, evaporative coolers do offer a much more cost effective means of taking the edge of the heat. The performance of evaporative coolers does rely on ambient condition (ie temperature and humidity) and generally the dryer the air the better the performance.
